The city of Dallas built a brand-new animal shelter in 2007. The citizens of Dallas paid for it. So why are we still killing almost 80% of the animals that need shelter?

Austin shelter update
Hey, look! A city in Texas that does NOT have a mandatory spay/neuter law - Austin - has managed to bring their euthanasia rate way down.
Yep, we've got the best save rate of any major city in Texas by a WIDE margin, and a group of idiots wants to pass a mandatory spay-neuter law because we're not enough like other high-kill Texas cities. It evidently doesn't matter to them that MSN has never worked anywhere it has ever been passed, and it in fact has led to high owner-surrenders, high seizure rates, and more killing.
